WhatsApp Business API pricing in 2026
Meta charges per delivered message, not per 24-hour conversation. That changed on 1 July 2025 and most articles still have it wrong. Replies to a customer inside the 24-hour service window are free; templates you send are billed by category and by the recipient's country.

The short answer
If a quote prices your WhatsApp bot per conversation, it was written before July 2025 and the numbers will not match your invoice. Ask for a per-message estimate split by template category, and check whether the sender assumed your replies were billable. They are not.
| Message type | Billed? | The detail that matters |
|---|---|---|
| Service (your reply to a customer) | Free | A customer message opens a 24-hour window; replies inside it cost nothing |
| Utility template | Per delivered message | Free when delivered inside an open service window; volume discounts apply |
| Marketing template | Per delivered message | No free window, and the most expensive category almost everywhere |
| Authentication template | Per delivered message | Volume discounts apply as you scale |
| Free entry point | Free | All categories, for 72 hours after a click-to-WhatsApp ad or Page button |
| When you are charged | On delivery | Not on send, so undelivered messages are not billed |
| What sets the rate | Country and category | Rate cards are per recipient country; check yours before budgeting |

What you actually pay for
An inbound support bot
Customers message you, the bot answers inside the 24-hour window, and the messaging cost is zero. The only bill is the model. This is the cheapest way to run WhatsApp and almost nobody quotes it that way.
Order and delivery updates
These are utility templates, billed per delivered message, and free when they land inside an open service window. Sequencing them so they follow a customer message rather than precede one is a real saving at volume.
A promotional send
Marketing templates carry the highest rate and no free window, so this is the one line worth modelling before you commit. Volume here is a cost, not a vanity metric.
Ads that click to WhatsApp
Everything you send in the 72 hours after the click is free, across all categories. If you run Meta ads, routing them into WhatsApp turns your response window into a free one, which changes the maths on lead follow-up.
How we scope it
This page exists because the internet is a year behind on it. Search for WhatsApp pricing and most of what comes back describes 24-hour conversation billing, which Meta replaced with per-message billing on 1 July 2025. Budgets built on the old model come out wrong in both directions: too high for support-led bots, which are largely free, and too low for anyone planning marketing sends.
Two details do most of the work in a real budget. First, you are charged on delivery rather than on send, so failed sends do not appear on the bill. Second, the free 24-hour service window means an inbound-led assistant costs essentially nothing in messaging, which is why we push clients towards answering fast rather than broadcasting often. For Poland specifically, Meta moved the country off the regional Central and Eastern Europe rate card onto standalone market rates on 1 July 2026, with lower marketing, utility and authentication rates than before. Rate cards are per country and they move, so pull the current one for your markets before signing anything. The build side of this is written up in the WhatsApp bot tutorial, and the model half of the bill in how much an AI chatbot costs.
